Whereas, public libraries have been neglected for many decades in Manipur. Functions and services of public libraries are under the Department of Arts and Culture. There is no separate Directorate for public libraries due to non-implementation of Manipur Public Libraries Act, 1988. But, as a fact, no one has ever achieved the perfect right to education without implementing Public libraries Act in a state or Union Territories in India. A standard Digital Public Library System (DPLS), therefore, is one of the core parts of completing public education in Manipur to solve the problem. | | Keywords : | | - public library
