rising level of Industry and technology causing an emission (Green House) which is harmful if, above
than average level. Erratic weather patterns have begun and it is catching us aware and disallowing all
planning; raising draughts and floods and causing illusion in weather pattern. A BASIC may accept
Copenhagen by 31st Dec for erratic climate change, but it failed to meet an expectation for this. Now it is
the responsibility of people to take an account for this, where the libraries (being Social institution) can
