| Globalization, Liberalization and Privatisation are increasingly changing the character of the state and the nature of Public Administration. Responding to challenges posed by globalization and liberalization has not been an easy issue for Public Administration. A number of strategies have been adopted by scholars and practitioners to cope with the pressures of liberalization. These need to be discussed in terms of the paradigm shift that is tending to change the nature and character of Public Administration.
