The main objective was to promote economic development with distributive justice. The people formed little republic institutions to perform function as a unit. It was called as Samiti. In which all the village elders discussed the issues pertaining to the village. It can be compared to the present day gram samba, during the Vedic period each village elders met together to discuss local issues and the venue was called choral participation in the meeting was together considered as a privilege.
